Erdal Bilgiç - Between Reform and Stagnation: The Economic Price of 1877-1878 Ottoman-Russian War
This study comprehensively examines the profound and lasting effects of the 1877–1878 Russo-Turkish War on the Russian economy. One of the thesis’s main arguments is to demonstrate that the 1877–1878 Russo-Turkish War was not merely a financial disaster but also a factor that stimulated production. When the 1877–1878 War began, the government’s massive orders for weapons, ammunition, food, clothing, and logistics to support the vast army sparked a significant boom in key industrial sectors such as textiles, iron and steel, and coal. The thesis also examines the economic changes that had been ongoing since the Crimean War, arguing that, despite Russia’s military victory in the 1877–1878 Russo-Turkish War, the country was driven into prolonged stagnation by misguided fiscal policies. Throughout the text, it is emphasized that the war economy revitalized industrial production in the short term but also led to severe structural problems, including budget deficits, external borrowing, and the depreciation of the ruble. The thesis uses statistical data to demonstrate the impact of logistical costs and the tax burden imposed by the war across a wide spectrum, from agriculture to the banking sector. In particular, the thesis presents as a central point of discussion how the economic gains achieved through the abolition of serfdom were squandered during the 1877– 1878 Russo-Turkish War. It summarizes Russia’s economic landscape at the end of the 19th century through the conflict between reforms and the destructive toll of war. Combined with the persistent downward trend in grain prices on world markets during the 1880s, these contractionary fiscal and monetary policies led to the complete collapse of domestic demand in Russia. Industrial sectors that had expanded their capacity to meet wartime orders were driven into a crisis of overproduction, bankruptcies, and mass unemployment following the war due to the contraction of domestic demand. Consequently, the thesis demonstrates that the economic revival and growth momentum generated by the war in the factors of production were squandered due to misguided economic policies. As a result, the Russian economy was condemned to a deep economic stagnation and deflation throughout the 1880s.
Bu çalışma 1877-1878 Osmanlı-Rus Savaşı'nın Rus ekonomisiüzerindeki derin ve kalıcı etkilerini kapsamlı bir şekilde incelemektedir. Tezin ana savunularından biri 1877-1878 Osmanlı-Rus Savaşını savaşın sadece bir mali yıkım olmadığı aynı zamanda üretimi canlandıran bir unsur olduğunu göstermektir. 1877-1878 Savaşı başladığında, devletin devasa ordunun ihtiyaçlarını karşılamak için verdiği silah, mühimmat, gıda, giyim ve lojistik siparişleri, tekstil, demir-çelik ve kömür gibi kilit sanayi sektörlerinde büyük bir canlanma yaratmıştır. Tez ayrıca Kırım Savaşı'ndan itibaren süregelen ekonomik değişimleri ele alarak Rusya’nın 1877-1878 Osmanlı-Rus Savaşındaki askeri zaferine rağmen Rusya'da uygulanan yanlış mali politikalar nedeniyle uzun süreli bir durgunluğa sürüklendiğini savunmaktadır. Metin boyunca savaş ekonomisinin sanayi üretimini kısa vadede canlandırdığı ancak bütçe açıkları, dış borçlanma ve rublenin değer kaybı gibi ağır yapısal sorunlara yol açtığı vurgulanmaktadır. Tezde tarımdan bankacılık sektörüne kadar geniş bir yelpazede, savaşın getirdiği lojistik maliyetlerin ve vergi yükünün toplumsal sınıflar üzerindeki yansımalarını istatistiksel verilerle ortaya konulmaktadır. Özellikle serfliğin kaldırılmasıyla elde edilen ekonomik kazanımların 1877-1878 Osmanlı-Rus Savaşı sürecinde nasıl heba edildiği temel bir tartışma konusu olarak sunulmaktadır. Rusya’nın 19. yüzyıl sonundaki ekonomik manzarasını reformlar ve savaşın yıkıcı bedeli arasındaki çatışma üzerinden özetlemektedir. 1880'lerde dünya piyasalarında tahıl fiyatlarının sürekli düşüş eğiliminde olmasıyla birleşen bu daraltıcı maliye ve para politikaları, Rusya'da iç talebin tamamen çökmesine yol
açmıştır. Savaş döneminde siparişlere yetişmek için kapasitesini artıran sanayi sektörleri, savaş sonrasında iç talebin daralmasıyla aşırı üretim krizine, iflaslara ve kitlesel işsizliğe sürüklenmiştir. Sonuç olarak tez, savaşın üretim faktörlerinde yarattığı ekonomik canlanma ve büyüme ivmesinin yanlış ekonomik politikalarla heba edildiğini ve bunun bedeli olarak Rus ekonomisinin 1880'ler boyunca derin bir ekonomik durgunluğa ve deflasyona mahkûm olduğunu ortaya koymaktadır.
