Saadet Demiroğlu - Governing the Frontier, Sufi Institutions and Central Authority In Ottoman Bosnia (1826-1875)

This dissertation examines the relationship between Sufi institutions and central authority in nineteenth-century Ottoman Bosnia within the broader context of imperial reform. Rather than treating the period as a simple extension of central power into a provincial setting, it approaches Bosnia as a frontier province in which central authority took shape through sustained institutional interaction. Drawing on archival petitions, fiscal records, appointment documents, travel permits, and spatial analysis of tekkes, the study demonstrates that Sufi institutions were neither marginal survivals nor passive recipients of reform. They were socially embedded bodies whose endurance depended on their capacity to operate within evolving administrative procedures. Then aalysis integrates spatial distribution with documentary encounters to show that embeddedness alone did not guarantee institutional stability. Survival required legibility: the ability to articulate claims through recognized categories such as poverty, succession, mobility, and patronage. These procedural arenas were not isolated domains but interconnected sites through which religious authority and imperial administration interacted. Patronage functioned as a mechanism of differentiation; succession became a shared jurisdiction requiring both local legitimacy and formal confirmation; mobility was rendered administratively intelligible rather than suppressed; and moments of unrest were managed through situational engagement rather than categorical exclusion. By situating Sufi institutions within the material, fiscal, and political structures of the province, the dissertation reconceptualizes frontier governance as a relational field in which central authority operated through negotiation rather than uniform i mposition. Bosnia emerges not as an exceptional deviation from imperial reform, but as a concentrated instance of how administrative transformation unfolded in socially dense frontier environments. The study thus contributes to Ottoman historiography by rethinking the interaction between Sufi institutions and central authority in the nineteenth century, emphasizing procedural adaptation and negotiated endurance over narratives of resistance or decline.

Bu tez, on dokuzuncu yüzyıl Osmanlı Bosnası’nda Sufi kurumlar ile merkezi otorite arasındaki ilişkiyi, imparatorluk reformlarının daha geniş bağlamı içinde incelemektedir. Dönemi, merkezin vilayetlere doğru basit bir güç genişlemesi olarak ele almak yerine, Bosna’yı merkezi otoritenin süreklilik arz eden kurumsal etkileşimler yoluyla şekillendiği bir sınır vilayeti olarak değerlendirmektedir. Arşiv dilekçeleri, mali kayıtlar, atama belgeleri, seyahat izinleri ve tekkelerin mekânsal dağılımına ilişkin analizler üzerinden çalışma, Sufi kurumların ne marjinal kalıntılar ne de reformun pasif muhatapları olduğunu ortaya koymaktadır. Bu kurumlar, toplumsal olarak yerleşik kurumsal yapılardı ve süreklilikleri, değişen idari prosedürler içinde hareket edebilme kapasitelerine bağlıydı. Çalışma, mekânsal dağılım ile belgesel karşılaşmaları birlikte ele alarak, yerleşikliğin tek başına kurumsal istikrarı garanti etmediğini göstermektedir. Süreklilik, idari tanınırlık gerektirmiştir; yani taleplerin yoksulluk, halefiyet, hareketlilik ve himaye gibi tanınmış kategoriler aracılığıyla ifade edilebilmesi belirleyici olmuştur. Bu prosedürel alanlar birbirinden kopuk değil, dini otorite ile imparatorluk idaresinin karşılaştığı ve etkileştiği bağlantılı zeminlerdir. Himaye farkl ılaşma mekanizması olarak işlemiş; halefiyet hem yerel meşruiyet hem de resmî tasdik gerektiren paylaşılan bir alan hâline gelmiş; hareketlilik bastırılmak yerine idari olarak tanımlanmış; huzursuzluk anları ise kategorik dışlama yerine durumsal yönetim bi çimleriyle ele alınmıştır. Sufi kurumları vilayetin maddi, mali ve siyasal yapıları içine yerleştiren bu yaklaşım, sınır yönetimini tek tip bir merkezî dayatma olarak değil, müzakereye dayalı bir alan olarak yeniden kavramsallaştırmaktadır. Bosna bu çerçevede, imparatorluk reformundan sapma gösteren istisnai bir örnek değil; sosyal olarak yoğun sınır vilayetlerinde idari dönüşümün nasıl gerçekleştiğini yoğun biçimde görünür kılan bir örnek olarak ortaya çıkmaktadır. Böylece tez, on dokuzuncu yüzyılda Sufi kurumlar ile merkezi otorite arasındaki etkileşimi direniş ya da gerileme anlatılarının ötesinde, prosedürel uyum ve müzakere edilmiş süreklilik çerçevesinde yeniden değerlendirmektedir.
