Cem Metin - Türkiye’nin Somali ile İlişkilerinde Kültürel Diplomasi: Yunus Emre Enstitüsü Örneği
Bu tez, Türkiye’nin çok boyutlu ve çok aktörlü dış politika anlayışı çerçevesinde kültürel diplomasinin rolünü incelemektedir. Çalışmanın odak noktasını, Türkiye'nin Somali tecrübesi ve bu süreçte bir kültürel diplomasi aktörü olarak öne çıkan Yunus Emre Enstitüsü'nün (YEE) Somali’deki faaliyetleri oluşturmaktadır. Türkiye'nin Somali'deki varlığı, insani krizin derinleştiği 2011-2017 yılları arasında yumuşak gücün ağırlıkta olduğu "Kurucu Dönem" ve 2017 sonrasında askeri kapasitenin belirginleştiği "Kurumsallaşma Dönemi" olarak iki ana evrede ele alınmaktadır. İnsani yardım eksenli kurucu dönemin ardından gelen bu kurumsallaşma evresinde Türkiye bölgedeki askeri varlığını güçlendirirken, Yunus Emre Enstitüsü dil öğretimi ve kültürel etkileşim araçlarıyla sürece yumuşak güç unsuru olarak dahil olmuştur. Bölgedeki güvenlik sorunlarının, operasyonel ve organizasyonel yetersizliklerin kurumun sahadaki fiziksel hareket alanını belirli ölçüde kısıtladığı tespit edilmiştir. Ancak tüm bu kısıtlılıklara rağmen Enstitü'nün yürüttüğü kültürel diplomasi faaliyetlerinin, Somali halkıyla kurulan bağları derinleştirdiği ve Türkiye’nin Somali’deki çok boyutlu dış politikasına katkı sağladığı sonucuna ulaşılmıştır.
This thesis examines the role of cultural diplomacy within the framework of Turkiye's multi-dimensional and multi-actor foreign policy approach. The focal point of the study is Turkiye's Somalia experience and the activities of the Yunus Emre Institute (YEE), which has emerged as a cultural diplomacy actor in this process. Turkiye's presence in Somalia is analyzed in two main phases: the "Foundational Phase" between 2011 and 2017, where soft power was predominant as the humanitarian crisis deepened, and the "Institutional Phase" post-2017, where military capacity became more prominent. While Turkiye strengthened its military presence in the region during this “Institutional Phase” that followed the humanitarian-oriented foundational era, Yunus Emre Institute became involved in the process as a soft power element through language instruction and cultural interaction tools. The study determined that the ongoing security issues, operational and organizational inadequacies restrict the Institute's physical operational space in the field to a certain extent. However, despite all these limitations, it is concluded that the cultural diplomacy activities carried out by the Institute deepen the ties established with the Somali people and contribute to multi-dimensional foreign policy of Turkiye in Somalia.
